everyone hates orethieves, thats my experience :D
my idea to give the miners a chance to fight back:
players who mine or their gang should have 100 second time to start deciding, ganging up and start fighting at the guy who stole the ore. they can make a gang with people in local channel to hunt u down if u were alone or with some people from their corp.
but if they cant shoot, scramble u under the 100s limit, or u are docked then u should be safe 
if they however catch u then ur in trouble and have to find a way to dock or jump away, then the fight (hunt) is over.
the people who are not in the gang of the victim should not be able to shoot at the pirate, or else they will be brought down by concord
The thief should not be able to make a gang to defend him in empire space if he just stole ore and if the 100s limit is not gone yet.
If the thief is in a gang and he stole ore and u shot at him, then he should be kicked out of gang instantly so hes on his own against a pack of outraged miners 
oh yeah, the thief should also be able to fight back offcourse, but not be allowed to shoot first, the miners will just have to figure it out if they make a bad choice shooting at the thief.
what will be good about this:
-people will work more in group and interact more.
-ull see less secure containers floating in the air that makes the game laggy
-miners got a way to defend themselves if they got a good corp or if they have some allies in local.
-makes it more exciting for the thief.
why did i start a thread like this?
today i had 2 suicide kestrels on my ass and i survived them both in 0.5 space with just 3 civillian shield boosters on an amarr ship...
it was so pathetic
its stupid that they get punished and i can get away with it.
BUT i do want a chance to get away with it, thats why i say i want the hunt to be over if i beat the suckers by blowing them up, docking or jumping through stargate or if they simply dont have the guts or skills to fight me or if they dont give a reaction under 100 seconds.
give me ur opinion :)
